About GreenWest PtX
Ukraine at the core of Europe's clean energy transition
GreenWest PtX is a joint initiative between UDP Renewables and Hydrogen Partners to develop a strategically positioned renewable hydrogen and Power-to-X cluster serving European markets.
GreenWest PtX was founded on the conviction that Western Ukraine’s renewable resources, EU border proximity, and infrastructure connectivity create a unique and unrepeatable opportunity in the European hydrogen landscape.
Our mission is to build a gigawatt-scale platform for green energy assets in Ukraine – producing renewable hydrogen and derivatives that power European industry and support Ukraine’s reconstruction.
What began as a pre-feasibility concept has progressed to a validated, bankable project with active offtaker engagement and recognised institutional support across the European hydrogen ecosystem.

RISK MITIGATION
Bankable today – war‑risk insulated and E&S aligned to DFI Performance Requirements
A two-layer framework combining war-risk insurance instruments with full E&S compliance — designed to meet the due diligence requirements of DFIs, ECAs, and commercial co-lenders.
War-risk mitigation stack
01
Location
Volyn region, ~1 km from Polish (NATO/EU) border. Cumulative kinetic exposure materially below national average per KSE / GoU RDNA4 damage assessments.
02
Phased capital
DEVEX exposure (€18m) low and recoverable. FID 2029 conditioned on security milestones, EU guarantee in force, MIGA cover finalized, binding Wien Energie SPA.
03
MIGA war-risk wrap
World Bank Group MIGA Ukraine programme — WCD, Expropriation, T&C, Breach of Contract. Up to 15-yr tenor. Wraps DFI senior tranche; enables commercial bank co-lending.
04
EU Ukraine Facility guarantee
€9.3bn Pillar III envelope (2024–2027) backstops EBRD/EIB/bilateral Ukraine exposure. EC priority designation positions GreenWest for inclusion.
05
ECA + multi-jurisdiction
Euler Hermes · Atradius · SACE · OeKB cover layered on EPC content. SPV in NL, partner AT, developer UA — diversified jurisdiction footprint is itself a mitigant.
E&S compliance pathway
01
Standards alignment
ESIA scoped to IFC PS 1–8, EBRD PR 1–10, EIB E&S Standards, Equator Principles 4 from FEED onward.
02
Independent E&S consultant
DEVEX exposure (€18m) low and recoverable. FID 2029 conditioned on security milestones, EU guarantee in force, MIGA cover finalized, binding Wien Energie SPA.
03
ESAP & milestones
Phased E&S Action Plan tied to DFI loan CPs. Stakeholder engagement plan live Q4 2026. Grievance mechanism operational pre-construction.
04
Critical workstreams
Biodiversity baseline (Western Buh basin), water resources, cultural heritage screening (Galicia-Volhynia), climate physical risk under EBRD CR&R.
05
Volyn community engagement
Volyn regional MoU already signed. Existing community relations support EBRD PR10 stakeholder expectations from project outset.
Western Ukraine combines strong renewable resources, infrastructure connectivity, and direct access to EU markets
Onshore wind and solar with confirmed grid access
Reliable electrolysis water supply from the Western Buh River
1 km from the EU border — fastest route to European markets
Dual-gauge rail for hydrogen derivative exports across Europe
CEC pipeline access enabling the most competitive hydrogen delivery costs
